Des Moines Area Regional Transit (DART) has recently secured additional funding to help prevent significant cuts to the public transit system. The city is considering allocating $1.5 million in the fiscal year 2025 and a possible $2 million for 2026. While this funding is a step in the right direction, DART officials warn that without further action, services may still face a 20% to 25% cut starting in November.
The current funding proposal does not include a franchise fee as suggested by DART, which could potentially help bridge the funding gap and prevent service reductions. City Manager Scott Sanders mentioned that the proposed $1.5 million would at least maintain the current level of service, with an additional $2 million earmarked for inflationary costs and system improvements in the following year.
However, if additional funding is not secured, DART could face up to a 40% reduction in services over the next five years. This would result in longer wait times, reduced frequency on routes, and limited weekend service, impacting many residents who rely on public transit for their daily commutes.
To address the funding shortfall, DART officials have proposed two budget scenarios. The first scenario, assuming the city’s $3.5 million allocation, would still require a $3 million cut in service for fiscal year 2025. The second scenario, contingent on the approval of a franchise fee, would allow DART to maintain most of its services and reduce the service cuts to 10% in the coming years.
Ultimately, the decision on the franchise fee lies with the Des Moines City Council, with members considering a potential increase of up to 2.5%. While there may be some hesitancy among council members, the approval of a franchise fee could provide crucial funding to sustain DART services and prevent significant service reductions.
As discussions continue between DART and city officials, the focus remains on finding a sustainable funding solution to ensure the long-term viability of the public transit system. Community engagement and support will play a crucial role in shaping the future of public transportation in Des Moines.
